Raise your hands with your palms facing upwards, as the Prophet Muhammad ﷺ would do when supplicating for rain. Make this dua with sincerity, conviction, and a heart full of hope in Allah's mercy. It is also recommended to turn one's cloak inside out as a symbolic gesture of turning towards Allah for a change in circumstances.

Anas (may Allah be pleased with him) reported: A man entered the Masjid during the time of the Prophet ﷺ on a Friday and the Prophet ﷺ was delivering the Khutbah. The man said, "O Messenger of Allah, the properties are destroyed and the routes are cut off, so please ask Allah to send us rain." So, the Prophet ﷺ raised his hands and said: "O Allah, give us rain, O Allah, give us rain, O Allah, give us rain." Sahih al-Bukhari 1036.
