When to Read
This dua is specifically recited during times of drought or when seeking Allah's mercy for rain. It's a supplication made collectively by the community, often during the Eid prayer when the Imam makes this invocation, or individually when praying for rain.

This is a direct plea to Allah. It is ideally recited with sincerity and humility, raising one's hands as was the practice of the Prophet Muhammad ﷺ when making dua. It can be recited during prayer, or at any time one feels the need to call upon Allah for this blessing. Repetition emphasizes the earnestness of the request.
Virtues & Benefits
Seeking rain through dua is a manifestation of Tawakkul (reliance on Allah) and an acknowledgment of His power over all creation. The Quran reminds us of Allah's control over the skies and the rain: "And it is He who sends the winds as bearers of good tidings before His mercy, and We send down from the heaven pure water." (Al-Furqan 25:48). When rain is granted, it is a sign of Allah's mercy, bringing life to the land and sustenance for His creation. The Prophet Muhammad ﷺ also taught us that rain is a blessing and a means of purification: "It is related that when the Prophet, may Allah bless him and grant him peace, saw the clouds gathering, he would say: 'O Allah, I seek refuge in You from its evil.' And if it rained, he would say: 'It is a mercy.'" (Sahih al-Bukhari 4828, Muslim 897).

Anas (may Allah be pleased with him) said: "The people were struck by drought during the time of the Prophet (ﷺ), while the Prophet (ﷺ) was delivering a sermon on a Friday. The Prophet (ﷺ) raised his hands and supplicated, and the clouds gathered and it rained, and the people went out in the rain. It rained until Friday of the next week. Then on the next Friday, the Prophet (ﷺ) was delivering a sermon, and the people complained of the excessive rain. The Prophet (ﷺ) raised his hands and said: 'O Allah, around us and not upon us.' Then the clouds dispersed and the rain stopped."
