Some scholars also mention raising the index finger while saying it, pointing towards Allah's power.

This phrase is a shield against the evil eye. When we witness something truly amazing, our natural reaction might be awe, but it can sometimes be tinged with envy or admiration that could unintentionally harm the object of our gaze. By saying 'Masha Allah la quwwata illa billah', we are essentially stating that whatever good we see is by the grace and power of Allah. This redirects the focus to the Creator, neutralizing any negative energy. It also reminds us of our own dependency on Allah and that true strength lies only with Him. As the Prophet Muhammad ﷺ said, 'If any one of you sees something from his brother, or from himself, or from his wealth which impresses him, let him invoke Allah's blessings for it, for the evil eye is a reality.' Narrated Abu Umamah bin Sahl bin Hunaif: Sahl bin Hunaif went for a bath in al-Kharrar, which is a pool in Madinah. He had a white body with little or no hair on it. 'Amir bin Rabee'ah, the cousin of Banu Adi bin Ka'b, saw him while he was bathing. Sahl bin Hunaif was a handsome man with a white body. 'Amir bin Rabee'ah said to Sahl bin Hunaif: 'I have not seen such a beautiful body as I have seen today, nor the skin of a virgin behind a curtain!' Sahl fell down on the spot. He was brought to the Prophet ﷺ, and it was said to him: 'Sustain Sahl bin Hunaif!' He ('Amir bin Rabee'ah) was asked: 'What compels you to kill your own brother?' He said: 'O Messenger of Allah, I did not intend to kill him. I saw the beauty of his body. I did not see anything like it before.' So, Allah's Messenger ﷺ became angry. He said: 'Why would one of you kill his brother? When you see something from him or from yourself or from your brother's property that impresses you, invoke Allah's blessings for it. Verily, the evil eye is a reality.' Then he said: 'Go and perform ablution.' So 'Amir bin Rabee'ah went, performed ablution, washed his face and his forearms, and his knees and the inside of his lower garment in the pool. He then poured it (the water) over Sahl bin Hunaif, and Sahl stood up. He (Amir) further narrated: 'Then Allah's Messenger ﷺ said: 'When would anyone of you kill his brother? When you see something that impresses you, you should say: 'O Allah, bless him (through invoking Allah's blessings).'' The translation of the phrase in this context is: 'Masha Allah la quwwata illa billah' (What Allah willed, there is no power except with Allah).
