O Allah, I ask You for the good of it (the rain/storm), the good of what is in it, and the good of what it was sent with. And I seek refuge in You from the evil of it, the evil of what is in it, and the evil of what it was sent with. O Allah, I ask You to make it a blessing and a source of watering, and do not make it a trial and a punishment.
Allahumma inni as'aluka khayraha wa khayra ma fiha wa khayra ma ursilat bih, wa a'udhu bika min sharriha wa sharri ma fiha wa sharri ma ursilat bih. Allahumma inni as'aluka an taj'alaha barakatan wa saqyan, wa la taj'alha fitnatan wa 'adhaban.

It's a comprehensive supplication for seeking the good aspects of such phenomena while seeking protection from their potential harm and destructive consequences.
How to Read

Virtues & Benefits
This dua encapsulates a profound understanding of seeking the best from Allah's decree while simultaneously safeguarding against its potential ills. It reflects the prophetic way of seeking benefit and protection, recognizing that even natural events carry both blessings and potential trials. By asking for rain to be a 'barakah' (blessing) and 'saqyan' (watering), we acknowledge its necessity for life, while seeking refuge from it becoming a 'fitnah' (trial) or 'adhab' (punishment) highlights our awareness of His might and our need for His mercy. This reflects the broader Islamic principle of seeking Allah's favor in all circumstances and seeking His protection from all evil.
