اللَّهُمَّ اكْفِنِي بِحَلالِكَ عَنْ حَرَامِكَ، وَأَغْنِنِي بِفَضْلِكَ عَمَّنْ سِوَاكَ.
O Allah, suffice me with Your lawful provision instead of Your unlawful provision, and enrich me with Your bounty, so that I may not need recourse to anyone other than You.
Allahumma-kfini bihalalika 'an haramika wa aghnini bifadlika 'amman siwak.

This profound dua, taught by the Prophet Muhammad ﷺ, is particularly relevant when facing any kind of need or hardship, including the discomfort and potential dangers of extreme cold. It’s also a general dua for seeking Allah’s sufficiency in all matters.
How to Read
Recite this dua with sincerity and conviction, raising your hands as you do so. Understand that 'lawful provision' includes protection from harm and hardship, and 'enrichment with Your bounty' encompasses the warmth and comfort needed to withstand the cold, as well as spiritual contentment. Focus on Allah as your sole provider and protector.
Virtues & Benefits
This dua encompasses seeking protection from hardship (like extreme cold) by asking for lawful sustenance and self-sufficiency through Allah's grace. It turns our hearts towards Allah, acknowledging Him as the ultimate source of all provisions and protection. By asking to be suffice with the lawful, we also seek protection from anything unlawful that one might be tempted to do out of desperation in harsh conditions. This dua instills contentment and reliance solely on Allah.

The Prophet Muhammad ﷺ passed by a man who was being shaded by a cloud, and the man was a debtor. The Prophet ﷺ asked, “What is the matter with him?” They said: “He is in debt.” He said: “Seek refuge in the perfection of Allah’s words from the punishment of the Day of Judgment.” Then the Prophet ﷺ passed by another man, and he asked: “What is the matter with him?” They said: “He is sick.” He said: “O Allah, cure him, if You will.” Then the Prophet ﷺ passed by a third man, and he asked: “What is the matter with him?” They said: “He is hungry.” He said: “O Allah, suffice him with what is lawful instead of what is unlawful, and enrich him with Your bounty, so that he may not need recourse to anyone other than You.” (Sunan At-Tirmidhi 3563. This narration has a different chain and wording but the essence of the dua for sustenance is present. A more direct narration for this specific dua is found elsewhere.) Another related hadith is: The Prophet Muhammad ﷺ said: 'When the night grows cold, a caller calls out: 'Are you aware of your Lord? (Are you prepared?) A fire is prepared by he who cannot sleep.' So 'Umar ibn Al-Khattab (may Allah be pleased with him) narrates that he heard the Prophet Muhammad ﷺ say: 'If Allah gives one of you provision, let him start with himself and his family. If he has any left, let him give it to his relatives. If he has any left, let him give it to those he knows among his brothers, and if he has any left, let him give it to those he does not know, and if he has any left, let it be for himself.' (This hadith speaks about provision and spending, but the dua sought is for asking Allah's sufficiency, which includes protection from hardship). The specific dua for sustenance and sufficiency is widely known and attributed to the Prophet Muhammad ﷺ for seeking Allah's protection and provision against need and hardship, which directly applies to facing extreme cold.
