اللَّهُمَّ إِنِّي أَسْأَلُكَ خَيْرَهَا وَخَيْرَ مَا فِيهَا وَخَيْرَ مَا أُرْسِلَتْ بِهِ وَأَعُوذُ بِكَ مِنْ شَرِّهَا وَشَرِّ مَا فِيهَا وَشَرِّ مَا أُرْسِلَتْ بِهِ. اللَّهُمَّ صَيِّبًا نَافِعًا.

O Allah, I ask You for its (the wind's/weather's) goodness, the goodness of what is in it, and the goodness of what it has been sent with. And I seek refuge in You from its evil, the evil of what is in it, and the evil of what it has been sent with. O Allah, let it be a beneficial downpour.

Allahumma inni as'aluka khayraha wa khayra ma fiha wa khayra ma ursilat bihi, wa a'udhu bika min sharriha wa sharri ma fiha wa sharri ma ursilat bihi. Allahumma sayyiban nafi'an.

This dua is recited when experiencing harsh or extreme cold, or when strong, chilling winds blow. It's a comprehensive supplication asking Allah for the good aspects of the weather and protection from its potential harm, specifically praying for beneficial rain or snow rather than destructive elements.

Narrated by Aisha (may Allah be pleased with her): Whenever the wind blew strongly, the Prophet (peace be upon him) used to say: 'O Allah, I ask You for its goodness, the goodness of what is in it, and the goodness of what it has been sent with. And I seek refuge in You from its evil, the evil of what is in it, and the evil of what it has been sent with. O Allah, let it be a beneficial downpour.' And when the sky became cloudy, he would leave his house and face the cloud, and say: 'O Allah, (send) rain.' I said to him: 'People are gladdened by the sight of rain when it is the first rain, but I see that whenever the clouds appeared, he looked anxious.' He said: 'Aisha, what makes you feel secure that it will not be a torment? Because some people were tormented by that which they saw as a cloud, i.e., (a cloud bearing) punishment.'
