The hadith describes the Prophet Muhammad ﷺ teaching his companions this dua to recite when setting out on a journey. Anas ibn Malik (may Allah be pleased with him) narrated: 'When you go out on a journey, say: Bismillahi, tawakkaltu 'alallahi, wa la hawla wa la quwwata illa billah.' (O Allah, I have set out on a journey and I rely on Allah. There is no strength or power except with Allah.) He added: 'It will be said to you then: 'You have been guided, enough for you, and you have been protected.' So the devil keeps away from you.' (Sunan Abi Dawud 3/24, Sunan Ibn Majah 3811). While its context is journeying, the principle of seeking Allah's protection and guidance at the commencement of any significant undertaking applies broadly.
