When to Read
This dua is specifically for the person performing Hajj or Umrah on behalf of someone else. It should be recited when making the intention to perform the pilgrimage for that person, or perhaps at the moment of performing the Tawaf or Sa'i on their behalf, dedicating the action to them.
How to Read
When intending to perform Hajj or Umrah for another person, you should say: 'LabbaikAllahumma bi-hajjin 'an [name of person]' (Here I am, O Allah, performing Hajj on behalf of [name of person]) or 'LabbaikAllahumma bi-'umratin 'an [name of person]' (Here I am, O Allah, performing Umrah on behalf of [name of person]). Following this, when you perform the acts of pilgrimage, you can optionally say this specific dua: 'Bismillah, Allahumma ij'alha li-fulan' (In the name of Allah, O Allah, make it for so-and-so), mentioning the name of the person you are performing it for. The intention in the heart is paramount.
Virtues & Benefits
Performing Hajj or Umrah on behalf of a deceased Muslim or someone who is unable to perform it themselves is a beautiful act of worship and a great service. While the primary reward of the pilgrimage goes to the one who performed it, the intention and dedication of the acts can be a means for the person on whose behalf it was done to receive benefit, by Allah's grace. This dua is a way to formally dedicate the ritual. The Prophet Muhammad ﷺ said regarding dedicating good deeds: 'Whoever is pleased to offer Hajj or Umrah on behalf of someone else, let him do so.' (Related by Ahmad and others, and considered authentic by many scholars based on supporting narrations).

The relevant narration from Sunan Abi Dawud states: It was narrated from Ibn Abbas that the Prophet ﷺ heard a man saying, 'LabbaikAllahumma bi-hajjin 'an Shibrimah.' He said: 'Who is Shibrimah?' He said: 'I am.' He said: 'Have you performed Hajj on behalf of Shibrimah?' He said: 'I have not.' He said: 'Perform Hajj on behalf of yourself first, then on behalf of Shibrimah.' Then a man came and said: 'O Messenger of Allah, I performed Hajj for my father and my mother.' He said: 'Then you have done well, and the reward is for them. And had you said: "Bismillah, Allahumma ij'alha li-Shibrimah" (In the name of Allah, O Allah, make it for Shibrimah), it would have been better for you.'
